A naval oflioor of  fuir  mathematical  ability can  readily  make himself  familiar with all the  esoontial  principles  governing  the design of  a ship, as well as the method of  making the necessary calculations ; bat  to beoome a naval  constructor is quite another th ing,  and  needs  the  long  a.nd  patient  apprentioosbip  of  the "mould-loft"·a.nd  ship-yard .   Yet  there  is no  more  mystery about  naval  construct.ion  than  about  steam-enginery ; and  any intelligent officer  may soon  be theoretically,at  least, conver,sant with  both, while  the  importance  of  ruxiniring  such  knowledge, inthese clays of  progress, is self-evident.
