نفت و گاز و حدود آبی مهم ترین دلایل مناقشه بینالمللی در دریای خزر است. وجود منابع و پتانسیل های هیدروکربنی در دریای خزر موجب شده کشورهای حاشیه این دریا به منظور استخراج و بهره برداری از منابع هیدروکربنی حضوری فعال داشته باشند. در این میان جمهوری اسلامی ایران نیز مانند دیگر کشورها برای بهره مندی از این منابع خدادادی و صیانت از حقوق ملی کشور، اقدام به فعالیت های اکتشافی در آبهای عمیق دریای خزر نموده است. این دریا بزرگ ترین بدنه آبی بسته درسطح زمین شناخته شده که از جنوب به ایران، از شمال به روسیه، از غرب به جمهوری آذربایجان و از شرق به جمهوری ترکمنستان و قزاقستان محدود میشود
